It is absolutely true and it depends again on the size of the business and the competitiveness in their budget but for new sites you are certainly going to have, if you are going to have a web presence and sell something you are going to need to think about paper click to begin with and building your site from you know an optimize point of view over the next few years and then once you get it there, then you keep building to maintain, there is no sitting back and saying the job is done.
